why don't we have auto split with HDV input

You do, you must have a setting wrong.
I don't know the setting off the top of my head, perhaps Lou or Chet or someone can pipe in.
Also, it will only work with footage input after being set correctly.
Anything you have already input would need re-inputting or manual Splitting.

Lex,
It isn't a Project Setting, it is the Time Code setting.
You need to go into System Settings, Additional Settings.
Off the top of my head you need it set for Time Code rather than Start Code for HDV footage, but not positive.
Obviously, as it isn't currently working switch the setting from what it is on now to the other choice.
Then input just a little bit of HDV footage that you know has cut points (camera record paused or stopped) to test if that fixed it before inputting a bunch.
