Why MS blue ray burner cost US$ 400.00 ,same BR (or very new one) burner cost in

That is typical middle man mark up.
Many businesses literally use to automatically double the price to the rubes because they could get away with it.
The philosophy has not really changed, just the internet knowledge and competition has brought it somewhat in line, but for those who have no confidence in their tech knowledge or are just to lazy to shop for themselves they pay the big bucks.

To be clear, this is not solely a MSUS practice, tons of businesses do this.
It is why it is much cheaper to get the milk straight from the farmer if it is not too inconvenient.
