Not 'directly' but you can export a project or scene to Media Manager from Bogart Archives and then export from there to a Thumb Drive and compress it (in Media Manager) for the web/YouTube/Vimeo.

I have not had much satisfaction with anything related to Media Manager, but simply plugging in a USB flash drive and using Project Backup set to HDV to it gives a file that can be directly uploaded to YouTube with HD results without any transcoding formats, etc.
Simplicity itself.
One caution, when you first can playback HD uploaded to YouTube it will be a bit inferior, but given some render time after it has been uploaded (nothing you have to do, it's automatic) and it gives excellent HD results.
