First make sure as was stated before, that in settings menu>record, playback> cut recognition is set at TIME, AVCHD shorten in is set at 000:00:20 and AVCHD shorten out is set at 000:00:20. Playback a/v asynchronity is set to 10 ms.
Then in Project settings, make sure that your format is at least at 1280x720. Look at the right bottom of the Project setting page and you will see MODE where you choices will be either HDV or MTS. (if you choose 720x480, you will not get the MTS option). Try a short clip. Hope it works.
