Narrow output top to bottom

Having experiencing "random drop frame problems" prompt me to order OS Version 3.6c to finish this program. I know I know, 4.0 is coming, but so is Christmas. I got to get the project completed and delivered very soon.
What I'm experiencing is a narrow black top to bottom output in the scene bin and storyboard output play back. Recording to tape is a normal 16x9 which is should be.
My settings are in the project settings, IMAGE: full, FORMAT: resolution SD 740x480, ASPECT: 16x9.
Screen settings, Dual screen monitor, Screen 1: VGA 1024x768, 4x3, my monitor is a 4x3 monitor, Screen 2 set at 16x9, and scart out is CVBS.
IS this normal, the ouput being narrow top to bottom? My playback monitor setting is full 16x9.

Assuming you are starting from a HD project: DO NOT downconvert directly from camera or USB reader source to SD in 3.6C. This downcovert must be done via a double process of adding directly to a HD project then using the clipboard function from a HD to SD. This has been fixed in BOGART 4.

No, this is a standard def 16x9 project down loaded from tape VIA firewire to my S4KP.
What confuses me is, everything is narrow screen top to bottom in play back only from the scene bin and story board. But when output to tape it is full 16x9 output also in the trim and split function playback. Sometimes there is a gray bottom portion with a green line spliting the video from the gray in the pause function. I
just wonder if this is normal in the 3.6 version operating system, but when output to tape and burning a DVD it will be normal full screen 16x9 sd. I read alll the notes and didn't read anything about this.
By the way, thanks for the tip on downconverting only through the clip board. I have order two HD Canon cameras which are on back order. So we will be working alot with HD in the near future.

Sorry, I thought you were referring to downconverts. There was a past version that of Bogart 3 that displayed the issue I posted. I thought maybe that was your situation. The issue is fixed.
