Franklin,
Starting at the most basic, you have designated the Project setting to be HDV?
Does the GV-HD700 HDV Video Walkman have settings to downconvert on the fly from HDV to SD?
If so, make sure that setting is not activated as an HDV Project will not recognize SD or HDV downconverted SD footage.
When you say it doesn't do anything, are the S4P onscreen transport controls controlling the deck?
You choose Play on the onscreen controls and the deck begins playback?
If so, I have found the S4P fairly reliably fails to recognize the connection between the deck and itself upon the first power up or even a tape change.
Begin Playback using the onscreen controls, then Stop the deck transport with the onscreen controls and then choose Play again with the onscreen controls.
My experience at that point is a see a progress bar for about a frame's worth duration flicker on the monitor and then I can activate Record on the S4P and the time code begins to roll.
Video monitoring takes another couple of seconds to begin and is a series of delayed stills.
The actually footage IS being recorded (even though the video and audio on the monitor is crappy) so let it roll at that point until you have captured all the footage you intended to.

My mom always told me that happiness was the key to life.
At school they asked me what I wanted to be when I grew up.
I said “happy" and they told me I didn’t understand the question.

Re: HD CAPTURE HOW?
Correct, if the I-Link works on the deck as it does on the cams there will be an internal menu setting that will say something like HDV->DV on or off.
For HDV input you would want it set to off and also you have to power cycle (turn the deck off and then back on again) after making the change to actually make the change happen.
