Check your stamp length. You need motion in both the stamp and the background. However, there is a workaround.

Hello Prem,

As Lou mentioned, to have motion stamps (icons) for your DVD menu you must also have/select a Motion background of the same length. You can however choose to use a still background if you really want to - here's how:
1. In your scene bin, build your still background that will become your DVD menu background - make this still scene a maximum of 59-seconds.
2. when you go to edit your main DVD menu, select that scene as your background. The DVD software pulls in a scene from your scene bin, which satisfied it's need for a motion scene - but your eyes see a still scene so you meet your needs/desires.

The above steps allow you to have a still background with motion stamps (scene sequence in Arabesk 4 menu lingo).

Hope that helps!
