Is there a way to make text appear on the screen to match onscreen action, and not just be as long as the scene is? I notice that usually the text stretches out to match the scene length, and I was hoping i could put it in a particular point in time in the scene, not lastiong to the full scene length.

That is what the Range function is for Jim.
Click on the time window, upper left hand corner once you have added your text, scroll to bottom choice of Range and then you can set the duration for whatever you want from only a little time period in the Scene to expanding it to cover all Scenes in a Storyboard.
